  1. I want a certian sound clip from a movie, however, if I play it on my DVD player and run a cable into my Line In on my computer, then it has a hissing sound (as if I recoreded it off of my TV, and No, the cable doesn't run through my TV, it goes straight from my DVD to my computer) Is there a program that I can use to capture audio to make soundclips?

  4. As it is a analogue input, the noise is from your PC audio capture card.
You really do need a DVD rom/writer this will resolve the issue, as the audio will be processed digitally.

Your analog input setup should work perfectly. I suspect that you have hardware problems. But if you had a DVD-ROM, then you could simply rip the chapter that had the audio, demux the program elements, convert the .AC3 to .WAV, then play with you new file all you wanted.
