VCD + Menu + Chapters = help!!

I am making vcds and have a few questions.

I use Ulead Movie Factory 2 and capture the digital 8 video with this software. I then add chapters and there is a menu.

What I am trying to achieve is for the user to be able to see the thumbnails of the chapters when the program opens, choose a thumbnail to view that particular segment and then have it go back to the menu.

My quesitons are:
1.) Is there a way to the video to return to the chapter menu after it plays a chapter? Remember I have one solid mpg file. Now if a person chooses #2 from the chapter menu it just keeps playing.

2.) Is there a way to have the chapters on the main menu as compared to the way Ulead does it where there is one picture that takes you to the chapter menu.

3.) I am open to a different software that would allow me to do these things.

Vcds in general (or at all) do not allow the same nifty menus/chapters functions that you get with dvd. Sad but true.

My answer to question 1,2 and 3 is to use the philips videocd toolkit.
