I'm using TMPGEnc 2.521.58.169 to encodemy movies. When I'm watching them they seem to skip once in a while. What can I do to fix that? When it skip its just like the frame moving a little to clarify that. I was going to increase the bitrate; however, my TMPGEnc isn't registered and I can't find where to register it at. Do I have to wait the 30 days?

Delete the registry key: "HKEY_CURRENT_USER\Software\Pegasys Inc." and reopen TMPGEnc.

Sorry...i'll be a bit more clear.
Deleting the registry key i mentioned should kill the current serial and allow you to see the "Please Register" window again.
