IMO, if you don't want the hassle of codec's, sync issues, large file sizes and the like then the Canopus ADVC-100 (or ADVC-50 for that matter), for me at least, is the way to go.
If circa £250 is out of your price range then a decent ATI card may be a better option.
The 'All In Wonder' regarded as the card of choice but there's nothing stopping you getting a budget ATI ViVo, I kow a couple of people who swear by these cards.
And yes, hardcoreruss gives great advice, the capture card/guide section on the left of your screen (green part) is excellent.
Also, having exhausted the huge wealth of information on this site, have a read of www.lordsmurf.com, I'm lead to belive it's very good.

I opted for the AIW because I wanted video out to my tv. I use lordsmurf's guides and get really good results, so far.

The fastest way is to capture to MPEG-2 using a capture card with MPEG-2 hardware capture. Then you just author the DVD in TMPGENG DVD Author or whatever and burn.

I got the PVR-250 but if I had USB 2.0 ports I think I would have gotten an external MPEG-2 USB capture device instead.
