I have a pal divx file with a subtitle file for it. I want to know how to convert this to ntsc and keep the subs synced up. also I need to know how to change the framerate in tmpgenc without making the video jerky and converting the audio to sync up with it. I tried another pal divx 25 fps to 29.97 but the resulting file was very skippy. I have all the needed tools , thanks

I'd decode to wav, then do a 25 to 23.976 conversion of the wav with WavWorks, then reencode to 2 chan AC3. Author with ifoEdit.
I've done the opposite (23.976 to 25 fps) a couple of times recently with perfect result. (But with DVD subs.)
