I have a 720x576 (4:3) PAL mpeg and I would like to convert it to a VCD.
What settings would I need both in VirtualDub(resize) & TMPGEnc to keep its original width.
I read & read & tried with some success, but not what I wanted (borders on all sides)
(audio & fps is figured out)

You can't. VCD is roughly 1/4 the area of full DVD. Try SVCD it's much higher resolution.
Alternately, try a different arrangement method, TMPG has to do some cutting to get the right display resolution for PAL->NTSC conversion.To Be, Or, Not To Be, That, Is The Gazorgan Plan -
You need the folowing:
On the Video tab of settings
Aspect Ratio 4:3 display (VCD does not support anything else)
On the Advanced tab of settings
Source aspect ratio 4:3 625 line (PAL)
Video arrange method - Full screen (keep aspect ratio) (may want to try keep aspect ratio 2)
