I have a tv that doesn't have S Video and I want to watch a live webcast on tv. My dvd player has S Video and I also have an S Video to S Video cable. Is there a way I can watch webcast on tv using my dvd player's s video port?

No,your DVD player only has an output jack,no input jack. If you have access to ans SVHS vcr it might work because the vcr will have an s-video input and a video output jack to match your TV's video input jack.

You can buy an adapter at RadioShack to convert the S-video to composite video to feed into your TV. It's less than $20.
