I'm using Avisynth to do some work on old movies that I'm converting to VCD and some of them have those lines in them. Not sure if you'd call it noise or snow. I'm already using the Peach smoother and was wondering if there is anything else I can do to improve the image quality. Thanks.

You might try convolution 3d but it is really impossible to tell you how to filter your video without seeing a frame of the noise. Also I am not good with avisynth so I can not answer you. What you need to do is post some screenshots so you can get links to them. Then go to doom9.org's avisynth forum and post the links to the bad frames and the people there can tell you what filters would work best.
