Uh, sorry if this is simple but I need to be sure.
If I capture analog video from my Hi 8 and convert it to MPEG 1 then burn it to a CD, will it play on any PC worldwide? Do I have to worry about Pal or SECAM or does that only apply to television? Do I need to change the frame rate when I convert to MPEG 1? Will a PC monitor in a different country running on 50 hz power matter any? Thanks...

It should play anywhere. VCD and DVD standards (Pal, NTSC, framerate, resolution etc.) only applies to standalone DVD players and TV's.
