svcd's? Is there like a chip I could buy that is legal, that could be installed to play svcd's.

There is nothing illegal about playing svcds. If you want to play them on your computer you either need to install a software dvd player or install the proper codecs to allow mpeg2 playback.
If your hardware dvd player doesnt play svcds theres really nothing you can do about it.
