  1. I have an XviD file with 5.1 dolby digital surround soung and I want to convert it to MPEG2 with TMPEG so I can burn it onto a dvd but how do I do it so I keep the 5.1 sound instead of ending up with an mp2 conversion?

Well since it is a xvid with 5.1 SS its most likely it will be using AC3 audio compression just look at the guides on this site there is one for this such thing.

Well, mainly you just extract the AC3 track with VirtualDub (Audio Direct Stream copy - File Save WAV) then rename output from ???.wav to ???.ac3 and run it thru ac3fix.
Then encode video only to m2v (dvd specs) and use this together with your ac3 in some authoring app that supports ac3 audio.

  5. The video file was 25 fps pal and I converted it to 29 fps ntsc and it looked fine after the conversion. If I convert it to 29 fps and resync the ac3 audio will the audio be off sync with the movie because of the frame rate?

    Yes.
You could of course decode the 5.1 ac3 to 6 wavs, adjust the length, then rebuild a 5.1 ac3... But is it worth the trouble?
