I may be doing exactly the right thing, but I would like to validate it.
I am capturing VHS video into MPEG2 via a Sony Vaio desktop in about 700MB chunks (about 15 minutes). I then edit using Screenblast Movie Studio 3.0.
After editing I add other edited chunks into MS, add transitions, etc to create a clip of about an hour.
The next step is to author using TMPGenc Author, to add chapter points and then burn.
Does this sound correct?

look at lordsmurf's website at www.lordsmurph.com for some tips. I dont believe that you have an ATI card, however, you should be able to get enough information to help you.
Personally, I am a desktop recorder guy (E30). They, IMO and others, offer the best final product.
