    Is there any ways I can remove top/bottom borders from a .mpeg format video?

    You have to re-encode it to perform any edits on the mpeg frame itself. You can use VirtualDub, AVISynth, or TMPGenc, which are three popular editors. AVISynth and VirtualDub are freeware. TMPGenc is pay for play. Just use their CROP functions to remove the top and bottom of your input video.
