My question is; is there anyway to decrypt it without reburn it?

No.. You can't change the data on a DVDr. To change it you have to move it to a new one.
By the way, I do not believe a DVDr can be encrypted. It may have macrovision set.I mean it in the nicest way. -
Hmm... You could try disabling Macrovision on your player.
Other than that, you're out of luck
