SVCD chapters (numeric selection) problem on DVD player

Having an annoying problems with my SVCD's that I burned with DVD2SVCD..

1) When playing the SVCD in my Pioneer DV-360 I can skip chapters no problem, but I can't select individual chapters using the numeric pad.

PBC is ON on my player, and if I disable it I just get one long track with no chapters..
I have selected "PBC Use Playlist" in DVD2SVCD and i'm using CDRWin to burn the BIN/CUE files.

2) I also have another problem, which I think is due to my DVD player. If I start watching at chapter 3 with an SVCD and then watch through to chapter 8, then select skip (to go to Chapter 9) it instead skips to chapter 4.
It's as if the DVD player only remembers the last chapter that was skipped over.. as a result if i'm 30 chapters in and I want to skip to the next, I have to skip several chapters to achieve this!

Any ideas?

I've just tried the PBC selection mode and an even stranger thing happens..

When I play the disc it seems that I only get one opportunity to select a chapter using the numerical keypad. After that numerical keypad doesn't work again..

I can reset things by pressing Stop, then Play again.

Any idea why THIS is happening??
