TMPGenc settings to convert 25fps avi to ntsc mpg

I've tried and failed many times to convert a downloaded avi to mpg for burning to vcd. Here's the file information
MPEG-1 576x240 25fps CBR 1150kbps, Layer-2 44100Hz 192kbps

What I've tried: Under video, I set the size to 352X240 and the frame rate to 23.976. I set the aspect ratio to 16:9 525 line. I set the bit rate to 2 pass VBR. Under advanced I set the field order to bottom field first, and source aspect ratio to 16:9 Pal 625 line. Video Arrange - full screen, keep aspect ratio.

For a while I couldn't even get TMPGenc to work w/o freezing -- until I learned that the version I had was prone to that. So I got an earlier version but the result was a silent 4+hour mpg, plus a new avi linked to the mpg (I couldn't delete this new avi w/o deleting the mpg.)

Needless to say, I am totally confused.

My solution to all screwey TMPGenc problems is to open
the source file with Virtual dub and check it real well and
then Frameserve it to TMPGenc. That way TMPGenc
doesn't have to decode the file.

I have NanDub but don't know how to do as you suggest. What does frameserve mean (sorry, but I am new to this.)
