I have a video which Nero tells me has an invalid video stream - 30 frames/sec, 576x240 pixels. How can I re-encode this in order to burn a normal vcd?

load it into tmpgenc , pick the vcd template ..
but you are going to have to go the adv settings and change the size and layout and resize ...
