Scene to screensaver

Hi all

Hope someone can help me, is it at all possible to take a scene from a DVD and make a screen saver of it? If so which programmes allow me to do that?

I know that on the mac I can use a MPEG as a screen saver, so I would assume a PC can do it as well. Look on versiontracker.com to see if anything like that on the PC exists.
