Can it be done?
I made this video, but I wanna subtitle it.
I know I can put permanent subtitles under it, but I wanna be able to turn on/off the subtitles.

You need an authoring program that will accept subtitles. As odd as it sounds most programs do not. DVD Maestro, Scenarist, and Reel DVD are the only ones that _I_ know of that do (there most be others). I'm sure that Adobe's Encode will support them.
There is a multi-step work around with IFOEdit. Basically you author your DVD as normal, strip out the titleset with the VOBs you want to mux the subs with, de-mux everything out, re-mux/author with IFOEdit and mux in the subs (which you have to generate in a 3rd program), then use IFOUpdate to spilce the new titleset back into the old one.
