If I were to burn a DVD, would the burnt copy have the menus?

It seems like there is something missing from your question.
There are (nearly) a million ways to burn a DVD -- some of them will end up with menus, some of them might not. You'll have to be a lot more specific to get your answers.
A better way to phrase your question (assuming I understand you) might be "How can I get the menus from a DVD I'm backing up?" The answer to that might be to use DVDShrink but not reauthor. This will backup the DVD completely with all menus and extras, but will compress the DVD as needed to fit it properly. Or another answer might be to use DVDXCopy and split the DVD up into two disks, containing all the menus and extras.
