Why the edges are always cut out?

Again, I'm new to burning (CD and DVD) so this maybe a silly question.

I'm using MyDVD and whatever I burn, when I play it on TV the edges are always cut out. So if there is subtitle I only see half a line. In MyDVD there is this thing called Show TV Safe Zone, but how can I get all the video into this zone? Or remove this zone limit? What else can I do to see the entire picture?
