When I'm converting to MPEG2 (DVD) with TMPGenc, does it set the correct MPEG flags for de-interlacing, or do I have to do it manually?
There are a lot of problems de-interlacing if the flags are not set correctly.
A very good article about de-interlace can be found here;

Is there any program to read the flags in MPEG streams?

DVDLab has an MPEG stream parser built into it that shows a lot of information. I believe it shows flags as well.
