    You're discussing apples and oranges. There is no BIN/CUE inside of an ISO, as an ISO is one type of image format, and BIN/CUE is another image format.
    Load Alcohol 120% and mount the ISO. That will give you a virtual drive from which you can do whatever you desire, just as if it were a real CD drive.

    Generally speaking, you don't have to do anything other than burn the image. The image, for all intents and purposes, is your VCD or SVCD (or whatever) all wrapped up with a nice bow. Burn it with Alcohol (or whatever you prefer) and [presto!] instant VCD.

    If you really want to extract the MPEG file from the VCD anyway, you can do this with VCDEasy. (Hit the search link and you should find plenty of discussions about this)
