is there abit of software to put at the front of your dvd so you can watch the start or middle or jump to the last scene .as the dvds ive been doing just play from the start .

Be helpful if you let people know what software you're using and such.
Most authoring programs allow you to add chapters to your project which would allow you to jump through it. Most also will let you create a chapter menu which will let you jump to a particular scene by clicking a link from the menu.

im using ulead dvd movie factory 2 . what im trying to do is at start of dvd have the picture of the movie with menus on top of it. hope that makes sense.

EASY just see what format the backgound are and size, then make one in Photoshop and import it. Then just add you Chapter point on top, thats it!
