All the DVDs I've ripped and converted to VCDs lately are at 20fps so I'm getting jerky playback when I watch them on my TV. Is there any way I can improve the performance of these movies?

All PAL DVDs are encoded at 25fps. Its impossible for them to be anything else.
My guess is that you are using DVD2AVI and have forced film turned on, on the video tab. Forced film can only be used on NTSC DVDs. If you run forced film on a PAL DVD than you get ~20fps output.
