How do I create SVCD?

Recently I bought a Capture card and it has a codec to convert MPG1-2 and few others formats. But the problem is I cannot select SVCD resolution 480x480 in my capture card. So I am looking for a conversion application which will reduce my resolution to SVCD standard.

if you ran it thru TMPGEnc it should come out at 480x480

You might need the mpeg2 plug-in for TMPGenc if converting from mpeg-2, it's in the Tools section.

What resolutions can you capture at? Because if it can do 352x480 (CVD) I would call that good enough and be done with it.

I tried searching everywhere in tools section. Could you please point me to the right direction.
