  1. is there any way to change a vcd to a higher resolution svcd? if so please tell me how. thanks.

    select the mpeg-1 as video source.

    You can always convert to a higher resolution, but it'll look like crap. You will NEVER receive better quality than your source will allow - at best you'll get somewhat the same quality.

    SVCD --> VCD is plausible, but VCD to SVCD is a complete waste of time.
