I have used DVD2One, movie only, to create VOBs of several movies. The movies are small enough to fit at least 2 onto one DVD. I want to make a menu so that I make select either movie.
Is there a program that will allow me to create a menu for the VOBs?

Lots of ways this can be done, but why don't you try something new.
Won't cost you anything - trial software. Try the TMPGEnc Authoriing program:

Allows you to bring in your VOB's without having to demux and provided you don't have a mix of NTSC and PAL, you should be OK. I believe it will also keep your chapter marks and live with the AC3 sound, BUT ... I don't believe it will keep your subtitles or any secondary audio streams. If you want them, you need a more complex solution.The glass is neither half-full, nor half-empty.
It is simply twice as big as it needs to be.
