  1. If you were to, say, double the size of a standard VCD does it follow that to get the same quality you would have to double the video bitrate 1150 - 2300?

    sorry, no. going from 352x288 to 704x576 isn't doubling it, it's quadrupling it. a doubling of the resolution would be 528x432. however, this will just give you the image quality (i.e. blocks, artifacts and motion blur) of VCD, albeit sharper. try using 360X432 at 2300, looks better than VHS, less blocky than VCD, and less CDS than SVCD. sorted.
