Can I easily change VOBID and CellID in a VOB file?

Is there a easy way to make a Global change of the VOBID and CellID throughout a VOB file?? I have started to edit the VOB file with VOBedit and am scrolling down through the file to each Navigation Pack and manually editting to change the VOBID and CellID values. The problem is that there are a LOT of edits to be done - the Navigation Packs are about 2 per second of video - so even for a 10 minute video - it is a LOT of tedious editting. I want to piece together a few VOB files, but the problem is that they all have the same VOBID/CellID (1/1), and so when I use IFOedit to create new IFO files, it only includes the "last" VOB file (VOBID/CellID).
Does anyone know of a VOB editor that can do a "global" change of the VOBID/CellID?? Or maybe another way to combine 8 separate VOB files into one playable DVD (each VOB to be a separate chapter)??

You use VOBEDIT to do this. I read the procedure somewhere. Anyway, rename different VOB clips as: VTS_01_001, VTS_01_002 and so on. Launch VOBEDIT and click on edit dropdown menu, go to join clips and point to the first vob file, VTS_01_001....follow the instructions.
