Is this program for real? Will it copy/compress DVD9 to DVD5 with out help from other programs? Will it decrypt the css encrypted discs? I greatly appreciate any insight into this matter. Thank You

Yeah, it's for real, but not without some compromises. The larger the movie is, the greater the compression level needed. However, the quality is rather good despite that fact. I prefer to use this program (otherwise known as InstantCopy) over DVD2ONE in most cases when doing a whole movie with extras and all.
No, the disc and/or files have to have already been decrypted. Simply use DVD Decrypter or SmartRipper to accomplish this task. Anymore questions!? Well, you came to the right place! -
If you're only interested in DVD's, use Pinnacles Instant Copy instead. It's much cheaper. Just rip with dvddecrypyter and let IC do the rest.
