is it possible to burn a bin file to a dvd blank using my cd writer? or do you need a dvd burner . another question they have softwear that enables you to copy store bought dvds to a blank cdr and all you need is a dvd rom and a cd writer and a cdr blank disc is this possible to do?

No. DVD and CD are both round and read/written by lasers. But other than that they are 100% different. Even the lasers are different.
You can only write CD-R/W with CD writer, and only DVD-R/W with DVD-R burner, or DVD+R/W with DVD+R burner.
That software makes VCDs from your DVD. Quality is worse, not the same, you are not copying a DVD.
Want DVDs? Buy a DVD burner.
