I have downloaded and installed so many burning software in the hope I can burn these 2 files I created using TMPGEnc and nothing seems to want to burn.
What programs do you know of that will burn .m2v and .wav files to burn as a DVD?

If you are attempting to burn a .m2v and .wav file to DVD-R you will need to author it prior to burning.
If it's a quick burn without chaptering or anything fancy I would recommend using a freeware program called Ifoedit to author into the necessary directory structure for DVD format
After THAT you can burn using just about anything. While many issues have crept up using Nero (I personally haven't run into anything) others use any number of the programs out there for actually burning a disc. -
Check the "Author" link the the left. You need to author DVDs before you burn them. Check ulead.com for some trials for DVD authoring software.
You can also search the forums for info on authoring. -

To Author take a look at:
http://www.doom9.org/mpg/ifoedit-dvdauthor.htm
or
https://www.videohelp.com/forum/userguides/120013.php
The 2nd link it all in one. D/load IFOEdit and both IMG Tools (one makes images the other burns) from http://www.doom9.org
Or take a look to the left under Author for guides on burning DVDs.
