Help again !!! Still have HOSED capture with FIREWIRE

I cannot get the thing to work.

Bought a new FIREWIRE card (Belkin)
Bought new cable. Belkin.

Uninstalled old. Installed new, same exact result. Almost like the sound card part is hosed...UGGGGGG

What can I do ? I cannot force it to take another IRQ..It insists on sharing with Video Card no matter where I move it.

Helllpppppp....I am in capture hell.

Oh my ..could it be the tape ? I tried a few others and as long as I don't fiddle (fast forward, rewind, etc) and do a straight capture...They work. At least for 10 minutes that I tried.

These are SONY Hi-8 Metal-P NTSC tapes , supposed to be great. Maybe I have a bad lot ? With my old , used 100 timesTDK HS120's, I never had a drop out (analog) or garble ever. I went through all this ? Yet when I play on the camcorder its fine.

Any thoughts ?
