Finally I have done it!.........

Ok, its by no way the quickest way but here goes....Full successful convert from SVCD to DVD.. (this has taken me 4 weeks)!

I had the problem of CCE crashing and TMPGEnc not encoding to DVD properly, soon after i fixed that after help from love on mIRC (cheers Love ) but then got the dreaded Audio Sync prob... which I might add hasnt yet been rectified on VCDHelp.com or Doom9.Net (But I've cracked it so will be putting this how-to on there soon) This method is so easy I dunno why no-one has figured it out yet... but still.

Right, sorry bout the wait... here we go!

Step 1: Using ISOBuster, extract AVSEQ01.mpg files (Filter M2F frames only) from .bin files. Save them as 01.mpg, 02.mpg, 03.mpg etc.

Step 2: Load up DVD2AVI. Here we must correct the settings to encode the movie properly. Goto OPTION -> Preview. Notice the Film type. (FILM or MOVIE). If FILM (usually the case) Select VIDEO -> Force Film and AUDIO -> Channel -> Channel 1 Now select File -> Save project.

Choose a name for you files and click RUN

Step 3: Once DVD2AVI has frameserved your mpgs (DVD2AVI joins your mpg's together automatically) load up TMPEnc. Goto MPEG Tools and select MERGE and/or CUT. Select your mpg's (IN ORDER). Type in a new name for file and click RUN

Step 4: Encoding. Now. Load up TMPEGEnc. Need latest ver. 2.510.149. Go thru wizard mode. DVD -> NTSC. Follow instructions. When it asks to choose video source choose full.mpg. (Now the important bit) IN AUDIO SOURCE CHOOSE YOUR OUTPUT FILE FROM WHEN YOU USED DVD2AVI TO FRAMSERVE...should look something like: full mpa T01 2_ch 384kbps 44Khz.mpa. Click Next. Reduce size of DVD so it is around 4GB as some authoring progs dont like DVD sizes over 4.1GB. Click RUN.

Step 5: Now we need to demux this new mpeg2 file. In TMPGEnc select MPEG TOOLS -> Simple Demultiplex. Select your source file (eg. full.mpg). The m2v and mpa files should be generated automatically. Click RUN!

Step 6: Load up BeSweet. Set the path of BeSweet.exe, your input .mpa file and a path and name for the output file.

Make sure that Use MPA Decoder is checked, along with Downconvert Sample Rate (which is quite hilarious as we're going to upsample rather than downsample) and last but not least select AC3 output from the dropdown list.

Last but not least you have to configure SSRC so that we'll get the right output samplingrate. Click on the SSRC button on the left of the window.

Check Set Sampling Rate... and put 48000 in the field. Last but not least click on the 2Lame button and set a bitrate for the output file. Keep in mind that it makes no sense using a bitrate that's higher than the source file has. Then go back to the BeSweet part of the GUI and press the MPA -> AC3 button to start encoding.

Step 7: Load DVDMaestro. First you want to import your sources (called Assets in Maestro). To do that, right click in the bottom right part of the screen (the asset window) and select Import Media Assets.

Select all your .m2v, .ac3 and .bmp files. Subtitles are imported using a different procedure.

Maestro will then check each and every of your assets and complain if something is not okay. If there's something about a broken AC3 frame in the menu part you should be able to ignore that.

Next we set some general options of our project. On the left part of your screen you will see a CD and Untitled Project to the right of it. Click on it twice slowly and you'll be able to change the name of your project.

Then right click on it and select properties.

Select your TV system and parental control level. I set my menus to 16:9 so they will show up the same on every TV. Forcing them to pan&scan could cut off a part of the menu which I don't want.

In the replication tab you can also set the disc region. The default is Zone 1-6 meaning it will work in any player.

Now double click on Movie 1 below the project name that you set just a second ago. Then drag and drop the main movie file from the asset window to the Movie1 window that opened when you double clicked on Movie 1. Then do the same with your audio tracks.

These are the main parts of the Maestro Movie timeline. As you can see by default the movie has one chapter and the first frame of it is being shown.

I've already added two audio tracks to the appropriate positions.

Click on an audio track, then right click and select Language from the popup menu. Now right click again. Select Audio Sync. This will sync the audio to the video.

set the aspect ratio. you can see the 4:3 at the bottom of the movie window. Double click on it:

Select 16:9 Letterbox from the list or leave it at 4:3 if your movie is 4:3. 16:9 Pan-Scan won't do you any good unless you have a special MPEG-2 stream that contains pan & scan motion vectors that would let the player to pan&scan on the fly. This feature is almost never used on commercially available DVDs.

Goto File -> Compile. Choose a location and click OK.

Step 8: Once compiled, load Nero. (Must be v5.5.10.7 or later) Select DVD at top left. Options will change to DVD option. Goto bottom and select UDF/ISO. Window appears. On the right hand side of the screen browse for the folder you compiled the DVDMaestro project to. Select both VIDEO_TS and AUDIO_TS folders and drag them oto the left hand side. Rename your disc. Click Burn!

Voila, a new DVD without audio sync probs.

NB. When playing DVD in DVD players, disc may load but then may stop without displaying an error. This is ok. Press play again and DVD should play normally.

BIG THANX TO ALL ON DOOM9.NET WITHOUT WHOM I WOULDNT BE ABLE TO HAVE WRITTEN THIS (Some excerpts are taken from other guides)
