i want to capture a old movie through my dv camcorder, the whole movie is on my dv tape.
can i improve the sound and video quality,
which is the best program to capture in mpeg format for a 700mhz, 128 ram machine

As far as quality goes, the best you'll do is add a few filters to the movie (ie noise, smoothing) before it goes into your encoder. Your movies are old, but if they were recorded originally on MiniDv, this shouldn't be a problem, 'cause MiniDV doesn't degrade like VHS tapes do and noise isn't as big an issue as with VHS. It's digital.
Actually, you're downloading, not so much capturing. So, as far as your system goes, it should be fine. Your resources aren't taxed doing the analogue to digital conversion. As far as proggies go, I've only read about Scenalyzer (on the left hand side) and it seems good, and Adobe Premiere is popular, cause you can capture, edit and convert all in one.
