    Just use TMPGEnc. Open it like you would any .avi or whatever and load the VCD template. I downloaded this SVCD I couldn't watch on my computer and converted it to a smaller VCD which looks great. The final product should look about as good as a VCD can since SVCD is such high quality... assuming the SVCD looks good of course.
