Hello
I was talking to one on IRC and he told me to use:
5 passes CCE (avg 3190)
He did use that to downsampel a movie to fit on a DVDR.
The problem is that i dont understand what he means whit that. What program can i use to use this values?

Link to CCE (short for Cinema Craft Encoder). If you care to purchase CCE prepare yourself for a very steep learning curve on it's use. Not for the faint hearted. Of course other CCE versions are available around the place if you look hard enough.
