    I have m2v file 720X540 i need to make it 720X480 how?

    I am afraid you can only achieve this by re-encoding. It appears that you missed the correct frame size in the original encoding.

    If you use tmpgenc, open the m2v file, in Video settings correct the size to 720 by 576, use the same settings as in the original encoding, and in Advanced select for Video Arrange Method "Center". This should do it.
