23fps Divx To 25 fps

Hi All,
I'm a bit new to this so if this is in the wrong place please forgive. i am looking to convert my downloaded movies from 23fps, as most of the ones i download are to 25 fps so i can make a pal DVD out of them. Can anbody explain how i do this or even better point me in the direction of and idiots guide on doing it.

HERE IS A SIMPLE STEP BY STEP GUIDE TO AVI TO VCD/SVCD/DVD
HERE IT WILL TELL YOU HOW TO CONVERT 23 TO 25FPS AND RETAIN PERFECT AUDIO ON THE FINAL PRODUCT.

• 1. Save out (and possibly convert, if needed) the audio as WAV.
  2. Change the frame rate of the AVI to 25 with AVIFRATE
  3. Shorten the wav to 23/25=92% of original with WavWorks (or GoldWave)
  4. Use the new wav as audio source and the new AVI as video source.

The movie will play a little faster, but...
