There's probably nothing wrong with your DVD player. There is something very wrong with Nero though.
Nero does not correct author still menus on S/VCDs. You can fix this if you download v0.7.x of VCDImager. Use Nero to create a disc image rather than burning your VCD.
Then, use VCDXRIP (a proggy in the VCDImager package) to extract all the files off the Nero image. In this process, an XML descriptor of the VCD will also be created.
You will then have to edit the XML file (with a text editor). You will then have to set the <wait> setting for the menu to -1 (infinite) and the loop setting of that menu to 1.
If you post the contents of the XML, I can show you what needs to be changed.
After that, you can rebuild a CUE/BIN image with VCDXBUILD and then burn it with a good burning proggy for CUE/BIN images (e.g., CDR-Win, Fireburner, CDRDAO -- do not use Nero for this).

thanks for reply, vitualis. your method seems to be very much work! i read in a pc-magazine how to make a menu with nero and i made it like the instructions in the magazine. i have no idea why it doesn't work.
i think i try it you described. i have already downloaded vcdimager and tscv (to create the menu) but first i have to get familiar with them.
nevertheless thanks for your help,
hel

Yes, it is...This is one of many reasons I don't use Nero for VCDs.

The reason it didn't work is what I wrote before. Nero doesn't author still menus correctly. This leads to the menu on the VCD not working properly/at all on some hardware players and most software players. You've done nothing wrong!

Just a thought - if you set your menu to loop infinitely, you may notice a flicker like that, so it might not be entirely Nero's fault.

...but that's the reason why it is nero's fault... it does something which is braindamaged, i.e. looping a still image as fast as possible (which is also deprecated by the (S)VCD specs...)...
