does increasing encoding time in TMPGenc decrease pixelation (blockiness)??

That depends on how you go about increasing encoding time. If you do VBR and increase motion search precision and # of passes - then yes. If you go for a slower CPU - no.

im doing CBR of of a DVD ripped movie...do you have to do VBR a higher motion precision value to matter?

I think that motion search precision matters even in CBR, but not 100% sure. Either way, it can't make that much difference, since at CBR, the encoder is forced to produce the set # if bits each second, and can only play with varying the bits between the frames within one second.
