  1. Reading this : (http://www.vcdhelp.com/ATI_AIW_Guide.htm) I was able to set my card (ATI AIW Radeon 8500) up to record at 352x240 almost flawlessly.

But when I try to up it to 640x480 (or any other setting) I lose a LOT of the picture quality. I'm assuming it's a bitrate problem/motion quality problem. Anyone know what I might need to change the bitrate to?

when you set your capture template set the bit rate to 6 or 8 mb.motion slider to 99 if your computer can handle it...i assume you are capturing to mpeg format

  3. You can't expect to keep the same quality if you keep the same bitrate but increase the resolution.

It's all a trade-off of space vs quality. If space is not a problem, highest bitrate=highest quality.

I'd use at least 6Mbps for 640x480 for good quality, 8Mbps if you're capturing interlaced (ie, deinterlace unchecked). Also, make sure you use VBR.
