Used CCE was left with a 3.1 gig file. What do I need to change to get the file (video) bigger. Say, up to about 4.1 gig? For max resolution.

Use a bitrate calculator, there are several in the tools section.
You need to change the Average bitrate (for VBR) or the constant bitrate for CBR encoding -
Yes I understand the rate calc and that stuff I used them in rempeg & tmpgnc but, In CCE I have one pass VBR Min bit rate to 0 and max bit rate to 9800. That yielded the small file about 3.1 gig. Seems odd?

You can use multiple pass VBR, the robshot method, CCEguesser, or checkout the CCE forum at doom9.
