Converting interlaced DVD into progressive SVCD requires a deinterlace stage somewhere in the steps. If the first step is to FlaskMPEG the VOB and the second step is to tMPEGenc into SVCD MPEG-2, there are two options.
First option is to use a suitable codec (e.g. DivX) for the intermediate AVI and use the deinterlace filter provided.
Second option is to use the deinterlace filter in tMPEGenc.
However the DivX (basic) deinterlace sucks. It produces random horizontal line artifacts every now and then. However it is VERY fast.
The tMPEGenc deinterlace filter is great. It produces a good and crisp image. However it is very very slow making the overall encoding 2,5 ~ 3 times longer.
Therefore, I resort to a third option that is one too much a step. I pass the AVI through VirtualDUB using the internal deinterlace filter (which is VERY fast and produces very good quality picture).
Does anyone have a better idea on deinterlacing? It would really help to get rid of the third intermediate step.
Please note that I am working with PAL video streams.

Have you tried or considered frameserving from VirtualDub?
That way, you can get all the features of VirtualDub, but you don't have to create the intermediate file. You will basically be doing the deinterlace in VirtualDub and the TMPGEnc encoding in 1 step.
There are several how-tos in the "Convert" section of this site.

Works great for me.
