    Can someone please tell me what programs can burn Dvd2Svcd Images to cd excluding nero.

    DVD2SVCD uses VCDImager to make CUE/BIN images.

    You can burn these with CDRDAO / VCDEasy, CDRWin and other programs besides. Try these two first.
