Is there a software that will allow the repairing of individual frames to remove flaws. Something similar to Photoshop that will work with video formats. I have a Thriller episode that displays the VCR Display info at the beginning and would like to remove it.

Yes, VirtualDub can take out parts of a video file that you don't want. Here's a guide that can help you:

Even in TMPGenc you can use the Source Range feature to remove headers &/or trailers that you don't want like "joeBlow Encoded This" or "RiPpEd bY eD"
