I have an RCA video In and i was wondering if i could take a Cable in and convert it into RCA in and plug into my computer. Then use 3rd party software to watch TV and /or record TV shows.

Umm. let me see if I under stood your question:
You have an RCA in plug on your computer? And you want to know if you can use your video OUT on your VCR or Camcorder and see it on your computer. Then use software to view and record that input?
Yes. I do that all the time. I just plug my VCR into my Video-In (RCA) plug on my video card and I use the supplied software (WinCoder) to view and record the signal. I watch and record off TV and VHS tapes.
You can also use other programs such as VirtualVCR or Adobe Premier, or even Windows Movie Maker which comes with WinXP<-Not recommended.
