First off, this is just a bit over your price range, but I use a Dazzle Hollywood DV-Bridge ($300) and a generic (PYRO in this case) IEEE1394 card. The captured files are huge, but there are NO DRIVERS. Win 98SE/2000/XP recognize the 1394 card and the DV-Bridge is just there. The included Main Actor Capture software captures either DV1 or DV2 and the files can be used by any software mentioned on this site. The DV-Bridge converts analog video into DV and vice versa.

GO for the dazzle. I have a DVC 1 USB and it's awesome. I regret that I didn't get the DVC 2 PCI after I'd gotten it. Both DVC models will do what you want to. THe Hollywood bridge is the top model of all.

    dvc 1 = 200.00 mpeg 1 cap only (can go up to 3000 x 256)
    dvc 2 = 250.00 mpeg 1 and 2 cap

  4. I been doing VCD and SVCD's for over 2 years and I really like Hauppage WIN-TV card $49, if you are only intertested incapturing AVI, editing, then encodeing down to MPEG1 VCD.
But if want to capture directly to MPEG2 SVCD for near perfect Copies, then go with Haippage WIN-PVR $249.
If you use Win98 SE or ME thier US web site offers patches so you can make SVCD compliant CD's. If your like me and have Win98 Gold I had to go to their German web site to get the patches and I made my own SVCD settings.
This Card also puts a DLL file into win98 system so you can MPEG2 using windows media player.
This is a PCI so it really fast, twice the speed tha the other USB cards like dazzle, videoblaster.

DON'T BUY THE DAZZLE - It's has a horizontal syn problem if you use the composite video input. I've read a review (http://www.insanely-great.com/reviews/dazzle.html)
that said the problem didn't occur when using SVideo inputs. However, the problem was also resolved for the author by cycling through the mode button on the unit. This didn't work for me. Dazzle claims it only occurs with poor quality tapes on Macs only. Well I used a good quality new tape with a dell 700MHz PIII & I have the same problem.

It may be that you do not experience the problem with S-video inputs but why not buy the Sony DVMC-DA2 instead for $349.99 for J&R instead (1800-221-8180, item# SON DVMCDA2).
It's in the same price range & won't have the H-sync problems.
