The details in that article are utilised in VCDEasy so that's probably the easiest way for you to make chapters on a VCD.

These two guides are two of the better ones for VCD Easy. What I do is look thru the mpeg and find the time that corresponds to the where I want the beginning of a chapter to be and enter that time in the chapter section where it says "Creat a chapter at" and then hit ok. Due this for each chapter. Under interactivity use the pull down menu at the top to select each chapter. After selecting each you can choose what to do with it when you push next/previous or a number on you keypad. To make the keypad active put a tick in the "over ride default assignment" box and set up the buttons for each chapter. Pick each chapter in the pull down box one by one at the top and set up each section for each chapter. Usually when you select the next chapter the assignment for next/previous will automatically sequence and you only have to check them and set up the keypad. Again read the 2 tutorials as they have pictures of each page. I found if I did not maually set up the keypad for each chapter my buttons did not work. This is for a very simple menu. Somwhere there is a guide for a very complex menu system i think it is by sefy.
    Good Luck
